The prohibition does not apply to goods which: a) are necessary for the official activities of diplomatic or consular representations of Liechtenstein or Switzerland or their partners in the Russia or international organizations enjoying immunity under international law; b) for personal use by employees of the companies listed in lit. a mentioned representations and organizations are determined.
The Government or, within the scope of its responsibility, SECO may grant exceptions to the prohibition under paragraph 1 for the delivery or export of cultural goods to the Russia if the items are on loan within the framework of official cultural cooperation with the Russia. (added 02.05.2022)
The ban does not apply to:
a) Nationals of an EEA signatory state or Switzerland and natural persons who have a temporary or permanent residence permit in an EEA signatory state or Switzerland;
b) Deposits that are required for non-prohibited cross-border trade in goods and services between Liechtenstein or Switzerland and Belarus, between Liechtenstein or Switzerland and the EEA signatory states, and between the EEA signatory states and Belarus.
The Government may grant exceptions to the prohibition for deposits that are required: a) to avoid cases of hardship; b) for humanitarian or evacuation purposes; c) for civil society activities that directly promote democracy, human rights or the rule of law in Belarus; d) for the fulfillment of official purposes of diplomatic or consular missions or international organizations; e) to pay reasonable fees and reimbursement of expenses related to the provision of legal services; f) to safeguard Liechtenstein interests.
This prohibition does not apply to nationals of an EEA contracting state or Switzerland and natural persons who have a temporary or permanent residence permit in an EEA contracting state or Switzerland.

The Government may grant exceptions to the ban pursuant to paragraph 1 insofar as this is absolutely necessary to ensure Liechtenstein’s financial stability.
The prohibition does not apply to the sale, delivery, transfer and export of banknotes denominated in an official currency of an EEA contracting state, provided these are required for:
a) personal use by natural persons traveling to Belarus or their close relatives traveling with them; or
b) Fulfillment of official purposes of diplomatic or consular missions or international organizations in Belarus.
The prohibition does not apply to the granting of loans to finance trade between the EEA contracting states or between Switzerland and third countries that is not affected by this Ordinance.
The Government may grant exceptions to the prohibitions for the granting of loans which:
a) serve the purpose of providing assistance to the civilian population in Belarus, including humanitarian assistance, support for environmental projects and ensuring nuclear safety;
b) are necessary to ensure the legally required liquidity of financial entities in Belarus that are majority owned by financial institutions based in the EEA or Switzerland.
The prohibition does not apply to the granting of loans to finance trade between the EEA contracting states or between Switzerland and third countries that is not affected by this Ordinance.
The Government may grant exceptions to the prohibitions for the granting of loans which:
a) serve the purpose of providing assistance to the civilian population in Belarus, including humanitarian assistance, support for environmental projects and ensuring nuclear safety;
b) are necessary to ensure the legally required liquidity of financial entities in Belarus that are majority owned by financial institutions based in the EEA or Switzerland.
The prohibitions do not apply to the sale, supply, export, transit and transport of goods and technology or to the provision of related services if the goods and technology are intended for: a) exclusively humanitarian and medical activities carried out by an impartial humanitarian organisation, public health emergencies, the urgent prevention or containment of an event likely to have serious and significant effects on human health and safety or the environment, or coping from natural disasters; b) medical or pharmaceutical purposes; c) the temporary export of items for use by news media; d) software updates; e) use as everyday communication devices; f) ensuring cybersecurity and information security for natural and legal persons, entities and bodies in Belarus, with the exception of their government and companies directly or indirectly controlled by it; g) the personal use of the following items by natural persons traveling to Belarus or by family members traveling with them, provided that the items are owned by the persons concerned and are not intended for sale: 1. personal items; 2. household items; 3. Vehicles or work equipment.
