The temporary export of protective clothing, including bulletproof vests and helmets, for personal use by UN, EU, OSCE or Swiss personnel, media representatives or Humanitarian personnel are exempt from the prohibitions.
The Government or, within the scope of its competence, the State Secretariat for Economic Affairs (SECO) may authorize further exceptions to the prohibitions for:
a) non-lethal military equipment intended exclusively for humanitarian or protective purposes or for institution-building or crisis management programs of the UN, the EU, the OSCE or Switzerland;
b) non-lethal goods as per Annex 1 which are intended exclusively for humanitarian or protective purposes or for institution-building or crisis management programs of the UN, the EU, the OSCE or Switzerland;
c) non-combat armored vehicles intended solely for the protection of UN, EU, OSCE or Swiss personnel;
d) hunting and sporting weapons and ammunition, accessories and spare parts therefor.
The prohibitions do not apply to actions that are necessary for the official activities of diplomatic or consular missions or international organizations as well as for hospitals or educational institutions based in the areas specified in Annex 6 or that ensure the security of the existing infrastructure .

The Government may approve participation in or contribution to an investment in projects co-financed from the Russian Direct Investment Fund, after determining that such participation in the investment or this Contribution is required due to contracts concluded before March 4, 2022 or due to ancillary agreements to fulfill these contracts.
The prohibition does not apply to the sale, delivery, transfer or export of banknotes denominated in euros or Swiss francs, provided that this sale, delivery, transfer or export is necessary:
a) for personal use by natural persons traveling to the Russia or their close relatives traveling with them;
b) for the fulfillment of official purposes of diplomatic or consular missions or an international organization in the Russia.
This prohibition does not apply to nationals of an EEA contracting state or Switzerland and natural persons who have a temporary or permanent residence permit in an EEA contracting state or Switzerland.

The Government may grant exceptions to the prohibition insofar as:
a) the transactions are necessary to terminate, no later than May 4, 2022, any business, contract or other agreement, including the relevant banking relationships, entered into with the relevant banks, companies or organizations before March 4, 2022; (added 30.03.2022)
b) this is absolutely necessary to ensure the financial stability of Liechtenstein.
