The Ministry of Foreign Affairs may make exceptions to the prohibition and grant an aircraft permission to land on, take off from or fly over Norway’s territory if the Ministry has determined that it is necessary for humanitarian purposes or other purposes that are compatible with the objectives in this regulation.

The provision provides an exemption from the prohibitions for obligations entered into before the provision enters into force, as long as the fulfillment takes place by 19 September 2022.

There are exceptions for binding commitments entered into before 19 March 2022, for financing or assistance below a certain value to small and medium-sized enterprises, as well as for trade in food, agricultural purposes and medical or humanitarian purposes.

The Ministry of Foreign Affairs may make exceptions for such participation or participation that is in accordance with contracts entered into before 18 March 2022.
