Exemptions are nevertheless granted for obligations agreed before the provision enters into force, which will be implemented by 19 June 2022.
The ban does not apply to sales etc. which is necessary for the personal use of natural persons traveling to Russia, or for official purposes at foreign missions or international organizations.

Exceptions are made for citizens of Norway or EU Member States or natural persons with a temporary or permanent residence permit in Norway or EU Member States.
The Ministry of Foreign Affairs grant permission to accept such deposits, on terms the Ministry deems appropriate, after having determined that acceptance of such a deposit:
a) is necessary to cover basic needs of natural or legal persons as mentioned in § 8 d first paragraph and the family members they support, including payment of food, rent or mortgage, medication and medical treatment, taxes and fees, insurance premiums and municipal fees,
b) shall only go to the payment of reasonable fees or reimbursement of expenses in connection with legal assistance,
c) is necessary to cover extraordinary expenses, and the Ministry of Foreign Affairs justifies the need for a special permit, or
d) is necessary for official purposes at foreign missions or in international organizations.
The Ministry of Foreign Affairs grant permission to accept such deposits, on terms the Ministry deems appropriate, after having determined that acceptance of such a deposit is:
a) necessary for humanitarian purposes, such as providing or facilitating the provision of assistance, including medical equipment, foodstuffs, the transfer of humanitarian aid workers and related assistance, or evacuation, or
b) necessary for civil society activities that directly promote democracy, human rights or the rule of law in Russia.
