Prohibition on the sale, delivery, export, transit and transport of dual-use goods (listed in Annex 2 of the Goods Control Ordinance), regardless of the end-user and the intended end-use, when such goods are destined for or intended for use in Russia, and when they are intended for military use or for military end users when destined for or intended for use in Ukraine. The new sanctions measures remove the “military use or end-user” qualifier, and instead impose a blanket prohibition on the supply of dual-use items to any Russian person or for use in Russia. There is also a prohibition on providing technical assistance, brokering and other services related to dual-use items destined for or intended for use in Russia and requirement to пуе authorisation when dual-use goods are destined for or intended for use in Ukraine.
