Ban the export of dual-use items to Belarus. On 11 March 2022, the government announced amendments to the Export Trade Control Order, which came into effect on 18 March 2022. The Ministry of Finance and the Financial Services Agency issued guidance: stating that it is prohibited to transfer crypto-assets to persons and organisations that are the target of an asset freeze; and requesting Crypto-Assets Exchange Service Operators ("CAESOs") that are registered under the Payment Services Act of Japan: (1) to cease processing transfers of crypto-assets to those who are, or suspected of being, a persons and organisations that are the target of an asset freeze (until it is confirmed otherwise); Payments to sanctioned persons, including payments by crypto assets, can only be made with the prior permission of the competent minister, If payment is made without permission, imprisonment with work for not more than 3 years, a fine of not more than 1 million yen, or both (if the price of the object of the violation exceeds 1 million, the fine will be fine). It is subject to 3 times or less of the price. (2) to file with the Financial Services Agency of Japan, Ministry of Finance of Japan: (a) reports of identified crypto-asset trades to a Japanese Sanctioned Target; and (b) notifications of suspected crypto-asset trades to, or related to, a Japanese Sanctioned Target; and (3) to enhance their monitoring systems. Restriction on the issuance and transactions for new Russian sovereign debt: (1) Restriction on the issuance and offering: Permission is required for the issuance and offering in Japan of Russian sovereign debt by Government of the Russian Federations, Government Agencies of the Russian Federation and the Central Bank of the Russian Federation (collectively the "Russian Government"), (2) Restriction on acquisition and transaction: Permission is required for the acquisition by a Japan Resident of new Russian sovereign debt (issued on and after February 26 2022) from a Non-Japan Resident, or the transfer of the same to a Non-Japan Resident, (3) Restriction on service and transactions: Permission is required for the provision of services and benefits by a Japan Resident undertaken for the purposes of the issuance or offering for subscription of new Russian sovereign debt in Japan. The Australian Government prohibited supply, sale or transfer of 27 categories of luxury goods directly or indirectly to, for use in, or for the benefit of Russia from 7 April 2022.
