Prohibition to import, directly or indirectly, iron and steel products (listed in Annex XVII) into the EU if they originate in Russia or have been exported from Russia, to purchase these products which are located or which originated in Russia. The direct or indirect provision of technical assistance, brokering services, financing or financial assistance, including financial derivatives, as well as insurance and reinsurance in connection with such activities is also prohibited.

From 15 April, 2022, it is prohibited to provide credit rating services, and any subscription services in relation thereto, to any Russian national or natural person residing in Russia or any legal person, entity or body established in Russia, This prohibition does not, however, apply to nationals of a Member State or natural persons having a temporary or permanent residence permit in a Member State. Also from 15 April 2022 it prohibited to provide access to any subscription services in relation to credit rating activities to any Russian national or natural person residing in Russia or any legal person, entity or body established in Russia.

Luxury goods
Prohibition on the sell, supply, transfer or export of specified luxury goods (as listed in Annex XVIII) to any person/entity in Russia or for use in Russia. Unless otherwise specified, the prohibition only applies to goods valued over EUR 300 per item.
Specified items includes: pure-bred horses, caviar, truffles, various alcoholic drinks, cigars, perfume, leather goods, clothing, precious stones and metals, coins and banknotes, electronics, vehicles, clocks and watches, art, sports equipment.

The prohibition shall not apply to goods which are necessary for the official purposes of diplomatic or consular missions of Member States or partner countries in Russia or of international organisations enjoying immunities in accordance with international law, or to the personal effects of their staff.

Council gave a green light to the Commission to join, on behalf of the EU, a plurilateral statement on aggression by Russia against Ukraine with the support of Belarus, that is expected to be issued in the context of the WTO. Like other WTO Members that are to co-sponsor that statement, the EU confirms its readiness to take any actions that are considered necessary to protect our essential security interests.These may include actions in support of Ukraine, or actions to suspend concessions or other obligations with respect to the Russian Federation, such as the suspension of most-favoured-nation treatment to products and services of Russia.
