The Ministry of Economic Affairs (MOEA) announced an expanded export controls list with regard to Russia in order to comply with international cooperation and enhance regulations on the exportation and flow of strategic high-tech commodities (SHTC) to Russia. The MOEA added a list of the dual use items "High-Tech Commodities List for Exportation to Russia" ("Russian List") that are subject to Taiwan export control. "Russian List" includes 57 items (under the categories of Electronics, Computers, Telecommunications and Information Security, Sensors and Lasers, Navigation and Avionics, Marine, Aerospace and Propulsion) which may be used in the proliferation of weapons of mass destruction. The export control categories in the SHTC are numbered according to the Export Control Classification Number (ECCN), which is also used in the current list of dual-use items subject to Taiwan export control in general "Export Control List for Dual Use Items and Technology and Common Military List" in Taiwan (“Taiwan Dual-Use List”). Exporters must apply for an export license from the Bureau of Foreign Trade (BOFT) to export the aforementioned commodities to Russia. For exports to Russia that are considered possibly relevant to the SHTC List for Russia, any exporter that cannot present an export license issued by the BOFT will be required to issue an affidavit to the Customs confirming that its export involves none of the 57 items on the SHTC List for Russia.

Taiwan’s government imposed controls on exports of technology to Belarus. The restrictions bar Taiwanese companies from exporting a long list of tech products there without special permission. The move is largely symbolic given Taiwan’s minimal levels of direct trade with Belarus or Russia. The export control list includes equipment for making semiconductors, an industry where Taiwan is a world leader, as well as lasers and navigation system.
Taiwan’s government revised the "List of high-tech goods exported to Russia" to "List of high-tech goods exported to Russia and Belarus".

Taiwan imposed a ban on the sale of modern chips to Russia and Belarus in response to the invasion of Ukraine. Taiwan's Ministry of Economic Affairs (MOEA) published a list of strategic high-tech goods that are barred from export to Russia and Belarus. The ministry stated exports of these high-tech commodities are also banned from Belarus because it could help Russia bypass the sanctions. Firms from these two countries are now banned from purchasing Taiwan-made microprocessors or microcircuits which have any of the following specifications: (1) performance speeds of 5 gigaflops or higher and an arithmetic logic unit has access width of 32 bits or more; (2) clock frequency rates in excess of 25 MHz, (3) more than one data or instruction bus or one serial communication port that provide direct external interconnection with a data transfer rate of 2.5 MB/s or greater, (4) more than 144 pins, or a basic propagation delay time of less than 0.4 nanoseconds. These conditions essentially exclude Russia and Belarus from modern technology made in Taiwan. In addition, Taiwan will no longer sell chip production equipment to these countries. Alignment and exposure equipment for wafer production using photo-optical or X-ray methods, such as lithography equipment which includes image projection and transfer, step-and-repeat operation (direct step on wafers) or step-and-scan operation (scanners) processing, as well as scanning electron microscopes designed for automatic inspection of patterns of semiconductor devices are under the ban as well.

Iceland has decided to close its airspace to Russian air traffic. All aircraft owned, chartered or operated or otherwise controlled by citizens of the Russian Federation and all operators holding air operator certificate (AOC) issued by the Russian Federation are prohibited to enter, exit or overfly Icelandic Airspace.

Ban on imports into Poland, and transit through the territory of Poland, of coal (goods classified under CN codes 2701 and 2704) from Russia and Belorus. As a result of the ban, the law also imposed certain additional obligations on entities importing and transiting coal, in particular documentary burdens relative to proving the country of origin and the dates of import or transit.

Exclusion from public procurement proceedings or competitions. From public procurement proceedings or competitions conducted on the basis of the Act of 11 September 2019 – Public Procurement Law are excluded: contractors and participants in competitions on the List and with regard to whom this measure has been imposed on the basis of a decision to enter them on the List or who are included on sanctions lists; contractors and participants in competitions whose actual beneficiary is a person included on the sanctions list or included on the List or being such actual beneficiary since 24 February 2022; contractors and participants in competitions whose dominant unit is a unit included on the sanctions lists or included on the List or being such dominant unit since 24 February 2022, insofar as a measure has been applied to that entity in the form of exclusion on the basis of a decision to enter it on the List. The President of the Public Procurement Office will be able to impose a fine of up to PLN 20 mln on sanctioned persons or entities in a situation where in the period of exclusion from public procurement proceedings or a competition such persons or entities seek to be granted public procurement contracts or seek to take part in a competition or take part in such proceedings.
