Shall not apply to a financial institution in relation to the processing or facilitating of any payment or transfer of funds, financial assets or economic resources, where such payment or transfer is:
(a) necessary for the payment of basic expenses of any Designated Bank or Designated Entity, including (i) insurance premiums, (ii) reasonable fees for the provision of property management services or technology-related services, (iii) remuneration, allowances or Central Provident Fund contributions of employees, (iv) tax, (v) rent or storage services, (vi) mortgage payments, (vii) utility or telecommunication charges, and (viii) expenses that are necessary for the Designated Bank’s or the Designated Entity’s (as the case may be) compliance with its regulatory requirements; or
(b) exclusively for the payment of — (i) fees or service charges imposed for the routine holding or maintenance of frozen funds, financial assets or economic resources; or (ii) reasonable professional fees and associated expenses for the provision of audit, tax, legal or payroll services.
The Government may grant exceptions to the prohibition if the award or continued performance of contracts is intended for:
a) the operation of civil nuclear capacities, their maintenance, decommissioning, management of their radioactive waste, fuel supply and reprocessing, and the continuation of the design, construction and acceptance tests for the commissioning of civil nuclear facilities and their safety and delivery of starting materials for the production of medical radioisotopes and similar medical applications, critical technologies for radiological environmental monitoring and for civil nuclear cooperation, in particular in the field of research and development;
b) Intergovernmental cooperation in space programs;
c) the provision of absolutely necessary goods or services if they can be provided exclusively or only in sufficient quantities by the persons referred to in paragraph 1;
d) the official activities of diplomatic and consular missions of Liechtenstein or Switzerland or their partners or international organizations enjoying immunity under international law in the Russian Federation;
e) buying, importing or transporting natural gas and petroleum, including refined petroleum products, titanium, aluminium, copper, nickel, palladium and iron ore from or through the Russian Federation to the European Economic Area or Switzerland; or
f) the purchase, importation or transport of coal and other solid fossil fuels in accordance with Annex 23.
The prohibition does not apply to:
a) humanitarian activities, addressing public health emergencies, the urgent prevention or containment of an event likely to have serious and significant effects on human health, safety or the environment, or responding to natural disasters;
b) phytosanitary and veterinary programs;
c) Intergovernmental cooperation on space programs and cooperation within the framework of the international thermonuclear experimental reactor ITER;
d) the operation, maintenance and decommissioning of civilian nuclear facilities, the management of their radioactive waste, their fuel assembly and reprocessing and ensuring their safety, the supply of raw materials for the production of medical radioisotopes, similar medical applications and critical technologies for radiological environmental surveillance and civil nuclear cooperation, particularly in the field of research and development;
e) mobility and exchange programs for individuals and promoting people-to-people contacts;
f) climate and environmental programs that do not serve research and innovation;
g) the official activities of diplomatic and consular representations of Liechtenstein or Switzerland or their partners or international organizations enjoying immunity under international law in Russia.
The prohibitions do not apply if the trustors or beneficiaries are nationals of an EEA contracting state or Switzerland or have a temporary or permanent residence permit from an EEA contracting state or Switzerland.
The Government may grant exceptions for services required for: a) humanitarian activities such as conducting or facilitating the delivery of assistance, including the delivery of medical supplies and food, the transport of humanitarian workers and related assistance or evacuations; b) civil society activities directly promoting democracy, human rights or the rule of law in Russia.

The Government or, within the scope of its competence, SECO shall refuse authorization for goods and services, if they are wholly or partly intended for military purposes or for military end recipients.
The prohibitions do not apply to goods and services that are required for the official activities of diplomatic or consular representations of Liechtenstein or Switzerland or their partners in the Russia or international organizations.
