The prohibitions do not apply to: a) Nationals of an EEA contracting state or Switzerland and natural persons who have a temporary or permanent residence permit from an EEA contracting state or Switzerland; b) Deposits required for non-prohibited cross-border trade in goods and services between Liechtenstein or Switzerland and the Russian Federation, between Liechtenstein or Switzerland and the EEA signatory states, or between the EEA signatory states and the Russian Federation.
The Government may grant exemptions from the prohibitions for deposits or the provision of services related to crypto wallets, crypto accounts or crypto custody that are required: a) to avoid cases of hardship; b) for humanitarian or evacuation purposes; c) for civil society activities that directly promote democracy, human rights or the rule of law in the Russian Federation; d) to carry out official activities of diplomatic or consular representations or international organizations; e) to pay reasonable fees and reimbursement of expenses related to the provision of legal services; f) to safeguard Liechtenstein interests.
The Government may grant exceptions to the prohibitions if the activities:
a) are necessary to ensure the energy supply of an EEA signatory state or Switzerland in the event of an imminent or already existing serious shortage or to transport natural gas and oil, including refined petroleum products, from or through the Russia to the EEA signatory states or to the to transport Switzerland; (amended 02.05.2022)
b) made exclusively for the benefit of a legal person, company or organization which is active in the energy sector in the Russia and which is owned by a company or organization incorporated or incorporated under the laws of an EEA Contracting State or Switzerland .

The Government may grant exemptions from the blocking for humanitarian purposes or other purposes consistent with the objectives of this Ordinance.
The prohibitions as well as the licensing requirements do not apply to the sale, provision, delivery, export, transport and transit of the goods and technology and the provision of related technical assistance or financial assistance for non-military purposes and for non-military end users if the goods and technologies for humanitarian purposes, public health emergencies, the urgent prevention or containment of an event likely to have a serious and significant impact on human health, safety or the environment, or for the management of natural disasters.
The government or, within the scope of its competence, SECO may make exceptions for non-military purposes and for non-military end users if the goods and technology or the related technical assistance or financial assistance are intended for maritime security.
The government or, within the scope of its competence, SECO shall refuse authorization for goods and services, if they are wholly or partly intended for military purposes or for military end recipients.
The prohibitions do not apply to the sale, supply, export, transit and transport of goods or the provision of technical assistance or the provision of finance in connection with goods that are necessary for: a) the transport of fossil fuels, in particular coal, oil and natural gas, from or through the Russia to the European Economic Area or Switzerland; b) the urgent prevention or containment of an event that is likely to have serious and significant effects on human health and safety or on the environment.
The prohibitions in paragraph 2 do not apply to insurance and reinsurance for the benefit of a company incorporated or registered under the law of an EEA Contracting State or Switzerland with regard to its activities outside the Russian energy sector.
The Government or, within the scope of its competence, SECO may grant exceptions to the prohibitions if: a) this is necessary in order to ensure the energy supply of an EEA contracting state or Switzerland in the event of an imminent or already existing severe shortage; b) the goods or services are intended for the exclusive use of organizations owned or controlled in whole or in part by an organization organized or incorporated under the laws of an EEA State Party or Switzerland.
