Russian fishing vessels, which often land their catch at ports in northern Norway, will receive exemptions from sanctions.
The provision provides an exemption from the prohibition for obligations entered into before the provision enters into force, as long as the fulfillment takes place by 19 September 2022.
the Ministry of Foreign Affairs may grant exemptions and grant permission for exports, etc. to units listed in Annex VI. Permission may be granted for specified purposes, including to prevent or limit incidents with serious consequences and for contracts entered into before the provision enters into force.

There are exceptions for binding commitments entered into before 19 March 2022, for financing or assistance below a certain value to small and medium-sized enterprises, as well as for trade in food, agricultural purposes and medical or humanitarian purposes.
The Ministry of Foreign Affairs may make exceptions for such participation or participation that is in accordance with contracts entered into before 18 March 2022.
The ban does not apply to sales etc. which is necessary for the personal use of natural persons traveling to Russia, or for official purposes at foreign missions or international organizations.
