Prohibition to receive deposits from Russian citizens or natural persons resident in Russia, or legal persons established in Russia, if the total value of the natural or legal person's deposits exceeds EUR 100,000 per credit institution. Link to the original

The Ministry of Foreign Affairs grant permission to accept such deposits, on terms the Ministry deems appropriate, after having determined that acceptance of such a deposit:
a) is necessary to cover basic needs of natural or legal persons as mentioned in § 8 d first paragraph and the family members they support, including payment of food, rent or mortgage, medication and medical treatment, taxes and fees, insurance premiums and municipal fees,
b) shall only go to the payment of reasonable fees or reimbursement of expenses in connection with legal assistance,
c) is necessary to cover extraordinary expenses, and the Ministry of Foreign Affairs justifies the need for a special permit, or
d) is necessary for official purposes at foreign missions or in international organizations.
The Ministry of Foreign Affairs grant permission to accept such deposits, on terms the Ministry deems appropriate, after having determined that acceptance of such a deposit is:
a) necessary for humanitarian purposes, such as providing or facilitating the provision of assistance, including medical equipment, foodstuffs, the transfer of humanitarian aid workers and related assistance, or evacuation, or
b) necessary for civil society activities that directly promote democracy, human rights or the rule of law in Russia.

The prohibitions do not apply to goods and services that are required for the official activities of diplomatic or consular representations of Switzerland or its partners in the Russian Federation or international organizations.
After consultation with the responsible departments of the FDFA and the FDF, SECO may approve exceptions to the prohibitions if this is necessary for:
a. medical or pharmaceutical purposes with an end use of a non-military nature;
b. humanitarian purposes or for evacuations; or
c. Switzerland’s exclusive use to fulfill its maintenance obligations in areas subject to a long-term lease agreement between Switzerland and the Russian Federation.

Switzerland prohibited the purchase, import, transfer or transportation, directly or indirectly, into Switzerland of gold and gold products (listed in Annex 26 and 27, respectively), originating in and exported from Russia after 4 August 2022. This prohibition also covers jewellery. The purchase of gold that has been processed in a third country using gold originating in and exported from Russia after 4 August 2022, and the import, transit and transport of gold processed in this way into and through Switzerland are also prohibited. Prohibited are also services of any kind, including financial services, brokering and technical assistance, as well as the granting of financing in connection with the purchase, and the import, transit and transport to and through Switzerland, as well as with the provision, manufacture, repair or use of such gold or gold products. Prohibition does not apply to gold products intended for personal use by persons entering Switzerland or an EEA member state, which are owned by these persons and not intended for sale.
Prohibitions do not apply to goods that are required for the official activities of diplomatic or consular representations of Switzerland or its partners in Russia or international organizations that enjoy immunity under international law.
SECO may grant exceptions to the prohibitions for the import or transport of cultural property from Russia if the items are on loan within the framework of official cultural cooperation with Russia.

Prohibition does not apply to:
a. Services necessary for the exercise of the right to a defense in legal proceedings or the right to an effective remedy;
b. Services intended for the exclusive use of legal persons, companies or organizations established in Russia that are owned or controlled solely or jointly by a legal person, company or organization incorporated under Swiss law or incorporated or incorporated under the laws of an EEA Member State.
After consultation with the responsible departments of the FDFA and the FDF, SECO may grant exceptions to the prohibition in paragraph 1 for services that are necessary for:
a. humanitarian activities such as conducting or facilitating the delivery of relief, including the delivery of medical supplies and food, the transportation of humanitarian workers and related assistance or evacuations;
b. civil society activities directly promoting democracy, human rights or the rule of law in Russia.
