Prohibitions do not apply to:
a. Swiss nationals, nationals of an EEA member state and natural persons who have a temporary or permanent residence permit in Switzerland or an EEA member state;
b. Deposits required for non-prohibited cross-border trade in goods and services between Switzerland and Russia, Switzerland and the EEA, or the EEA and Russia.
After consultation with the responsible departments of the FDFA and the FDF, SECO may grant exceptions to the prohibitions for deposits or the provision of services in connection with crypto wallets, crypto accounts or the custody of crypto-based assets that are required: a. to avoid cases of hardship; b. for humanitarian purposes or for evacuation purposes; c. for civil society activities that directly promote democracy, human rights or the rule of law in the Russian Federation; d. to carry out official activities of diplomatic or consular representations or international organizations; e. to safeguard Swiss interests.
This prohibition does not apply to Swiss nationals, nationals of an EEA member state and natural persons who have a temporary or permanent residence permit from Switzerland or an EEA member state.
The prohibitions do not apply to goods and services that are required for the official activities of diplomatic or consular representations of Switzerland or its partners in the Russian Federation or international organizations.

After consultation with the responsible departments of the FDFA and the FDF, SECO may approve exceptions to the prohibitions if this is necessary for:
a. medical or pharmaceutical purposes with an end use of a non-military nature;
b. humanitarian purposes or for evacuations; or
c. Switzerland’s exclusive use to fulfill its maintenance obligations in areas subject to a long-term lease agreement between Switzerland and the Russian Federation.

The exceptions to this prohibition have been extended to (i) deposits by nationals of an EEA Member State and natural persons holding a temporary or permanent residence permit of an EEA Member State; and (ii) deposits necessary for the non-prohibited trade in goods and services between Switzerland and the EEA, as well as between the EEA and Russia.
In order for Switzerland to be able to fulfil its international obligations to the Organization for the Prohibition of Chemical Weapons (OPCW), the Ordinance now provides for an exemption for the export of special military goods. This is to enable Switzerland to export NBC protective equipment under a request for assistance from the OPCW.
