Prohibition of new foreign direct investment for Russia. Approvals from the Ministry of Finance must be obtained for any new foreign direct investment to Russia that will commence on and after 12 May 2022. Prohibition to Japanese individuals and companies from making new investments in Russia that would give them a stake of 10 % or more. Loans with a term to repayment exceeding one year are also subject to prohibition.

The Cabinet approved an import ban on 38 items, including vodka and other liquors, electric machinery and lumber, effective April 19. Approvals must be obtained for any import of certain types of goods.

Japan enacted a law on April 20, 2022 formally revoking Russia’s “most-favoured nation” trade status. The revocation of the trade status applies to tariffs on most imports from Russia (including inter alia animals, foods processed by animals or plants, mineral products, chemical products, plastic products, rubber products, leather products, metals, spinning fibre and products thereof) and allows Japan impose higher duties on such products until 31 March 2023.
However, the measure does not affect imports of crude oil and liquefied natural gas, as well as palladium.

Technology and dual-use goods
The Japanese government introduced the export ban on advanced products (quantum computers, 3D printers, etc.) destined for Russia. Based on this, the Cabinet Order to partially revise the Export Trade Control Ordinance (Cabinet Order No. 378 of 1945) was approved by the Cabinet, and it will implement the measures from May 20th. In addition, due to the amendment of the Ministry of Economy, Trade and Industry notification, service transactions related to the above export bans will also be subject to regulation.
Additional subject items including related technologies are as follows:
- catalyzer for petroleum refining
- quantum computer, other equipment utilizing the features of quantum and accessories and parts thereof
- electron microscope, atomic force microscope, other microscope and equipment designed to be used with these microscopes
- 3D printer and powdered metal and metal alloy to be used with them
- manufacturing equipment for organic light-emitting diode, organic field effect transistor and organic solar cell
- manufacturing equipment for micro electric machine system
- manufacturing equipment for fuel made from hydrogen, which is limited to what is made using solar, wind and other renewable energy, and solar battery of high energy conversion efficiency
- vacuum pump and vacuum indicator related with quantum technology
- cooling system for very low temperature and accessories equipment thereof and parts thereof related with quantum technology
- equipment to remove cover and encapsulant from integrated circuits
- photodetector which has high quantum yield related with quantum technology
- machine tool and parts thereof and numerical control for machine tool
- material improving functions of preventing detection by electromagnetic wave (metamaterial), alloy consisting of same ratio of multiple chemical element (high-entropy alloy), and other advanced material (some parts are related with quantum technology)
- electroconductive polymer, electrically semiconductive polymer and polymer with electroluminescence feature

Extension of the export bans to certain cargo and service transactions. Japan designated nearly 300 items and technologies (266 products, such as semiconductors, communication equipment and cutting-edge materials, and 26 technologies, including design programs for chip-making machines) as subject to an export ban on Russia and Belarus from 18 March to prevent them from boosting their military capabilities.

On 11 March 2022, the government announced amendments to the Export Trade Control Order, which came into effect on 18 March 2022. The amendments ban the export of the following goods and products to the Russian Federation and Belarus: (1) Controlled products, including machine tools, carbon fiber, high-performance semiconductors, etc. (2) Goods reinforcing the military capabilities of Russia and Belarus, These include semiconductors, computers, telecommunication equipment, etc.
