Technology and dual-use goods
The EU expanded the list of goods and technology which may contribute to the technological enhancement of Russia’s defence and security sector. This will include 80 chemicals which can be used to produce chemical weapons. The EU is extending the export ban on dual-use goods (goods that can also be used for military purposes) and technology that can be used by the Russian and Belarusian defense and security sectors. The proposed list of additional chemicals sanctioned represents around €663 million of EU exports to Russia (based on 2021 data). *** The list of advanced technology items banned from export to Russia has been expanded to include additional chemicals that could be used in the process of manufacture of chemical weapons, already controlled since 2013 for other destinations such as Syria. – The prohibition shall not apply to road transport undertakings transporting mail as a universal service.
– The prohibition shall not apply until 16 April 2022 to the transport of goods that started before 9 April 2022, provided that the vehicle of the road transport undertaking: (a) was already in the territory of the Union on 9 April 2022, (b) needs to transit through the Union in order to return to Belarus.
– The competent authorities of a Member State may authorise the transport of goods by a road transport undertaking established in Belarus if the competent authorities have determined that such transport is necessary for:
(a) the purchase, import or transport into the Union of natural gas and oil, including refined petroleum products, as well as titanium, aluminium, copper, nickel, palladium and iron ore;
(b) the purchase, import or transport of pharmaceutical, medical, agricultural and food products, including wheat and fertilisers whose import, purchase and transport is allowed under this Regulation;
(c) humanitarian purposes; or,
(d) the functioning of diplomatic and consular representations of the Union and of the Member States in Belarus, including delegations, embassies and missions, or international organisations in Belarus enjoying immunities in accordance with international law.

shall not apply to the sale, supply, transfer or export of banknotes denominated in any official currency of a Member State provided that such sale, supply, transfer or export is necessary for: (a) the personal use of natural persons travelling to Belarus or members of their immediate families travelling with them; (b) the official purposes of diplomatic missions, consular posts or international organisations in Belarus enjoying immunities in accordance with international law.

The Commission has updated the EU Air Safety List, which is the list of airlines that are subject to an operating ban or operational restrictions within the EU, because they do not meet international safety standards. 21 airlines certified in Russia are now included on this list. This reflects serious safety concerns due to Russia's forced re-registration of foreign-owned aircraft, knowingly allowing their operation without valid certificates of airworthiness. Amendment to the three general export authorisations granted in May 2021 under Regulation (EU) 2021/821 which permitted exports of dual-use items to Russia in the following situations: (i) re-export of items after repair or replacement in the EU (EU003), (ii) export of items for fairs or exhibitions (EU 004), and (iii) exports of telecommunications equipment (EU 005). There are exemptions for (i) trustors/beneficiaries who are nationals/residents of Member States, (ii) humanitarian purposes, such as delivering or facilitating the delivery of assistance, including medical supplies, food, or the transfer of humanitarian workers and related assistance or for evacuationsand civil society activities; or civil society activities that directly promote democracy, human rights or the rule of law in Russia.
