Comprehensive goods
UK prohibited the export, supply and delivery from a third country, and making available to, or for use in Russia of miscellaneous essential goods (as well as related technical assistance, financial services and funds, and brokering services), required for the functioning of the Russian economy (G7 dependency and further goods list goods) (specified in Schedule 3E). These goods have been identified as items of significant importance to the Russian economy and goods for which Russia particularly depends on the UK and G7 partners. Prohibitions do not apply to (a) G7 dependency and further goods list goods which are necessary for the official purposes of a diplomatic mission or consular post in Russia, or an international organisation enjoying immunities in accordance with international law, or (b) the personal effects of their staff.
Appropriate licences can be sought for any sanctioned goods to be used for humanitarian purposes.

UK expanded the scope of existing energy-related goods and services prohibitions from the 2019 Regulations. These provisions now capture the export of energy-related goods to Russia, regardless of their eventual point of use (which could be outside Russia), the making available of energy-related goods to a person connected with Russia, and the provision of technical assistance, financial services and funds, and brokering services related to these activities. Russian-origin gold exported from Russia before 21 July 2022 is not in scope.

*** Trade: exceptions in relation to banknotes
60F.—(1) Subject to paragraph (2) , the prohibitions in Chapter 4E of Part 5 do not apply to the making available, supply, export or delivery of banknotes where the making available, supply, export or delivery is necessary for the personal use of natural persons travelling to Russia or members of their immediate families travelling with them.
(2) The exception in paragraph (1) applies only to banknotes up to the value of £10,000 or its equivalent in any official currency of the European Union.
(3) The prohibitions in Chapter 4E of Part 5 do not apply to the making available, supply, export or delivery of banknotes where the making available, supply, export or delivery is necessary for the official purposes of diplomatic missions, consular posts or international organisations in Russia enjoying immunities in accordance with international law.
(4) The prohibitions in Chapter 4E of Part 5 do not apply to anything done by a person who did not know and had no reasonable cause to suspect that the banknotes were ultimately—
(a) to be exported, supplied, delivered or made available to a person connected with Russia; or
(b) for use in Russia.
(5) For the purposes of this regulation, “diplomatic mission” and “consular post” are to be construed in accordance with paragraph A1 of Schedule 5.
