Prohibition on the provision of technical assistance, financial services and funds (including provision of insurance), brokering services relating to import, acquisition, supply or delivery into the UK after 31 December 2022 of oil and oil products which originate in, or consigned from Russia. UK prohibited the import of coal and coal products (specified in Schedule 3H) that originate in or are consigned from Russia or the acquisition or supply and delivery of said coal and coal products with the intention of those goods entering into the UK (as well as related technical assistance, financial services and funds, and brokering services). This measure will take effect on 10 August 2022 to align with the equivalent EU measure. Link to the original

UK prohibited the export, supply and delivery from a third country, and making available to, or for use in Russia of miscellaneous essential goods (as well as related technical assistance, financial services and funds, and brokering services), required for the functioning of the Russian economy (G7 dependency and further goods list goods) (specified in Schedule 3E). These goods have been identified as items of significant importance to the Russian economy and goods for which Russia particularly depends on the UK and G7 partners. UK expanded the scope of existing energy-related goods and services prohibitions from the 2019 Regulations. These provisions now capture the export of energy-related goods to Russia, regardless of their eventual point of use (which could be outside Russia), the making available of energy-related goods to a person connected with Russia, and the provision of technical assistance, financial services and funds, and brokering services related to these activities. UK expanded the scope of existing energy-related goods (tubes, pipes and hollow profiles; rock-drilling or earth-boring tools, interchangeable, with working parts of sintered metal carbides or cermets; rock-drilling or earth-boring tools, interchangeable, with working parts of diamond or agglomerated diamond; liquid elevators (excl. pumps); parts of liquid elevators, n.e.s.; mobile drilling derricks) and services prohibitions from the 2019 Regulations. Prohibitions on energy-related services, such as drilling or well testing, are expanded so that it is prohibited to provide these services to all oil and gas exploration and production projects in Russia. Prohibition on the export of jet fuel and fuel additives (listed in Part 8 of Schedule 2A) to, or for use in, Russia, as well as the supply or delivery of jet fuel and fuel additives from a third country to a place in Russia; making jet fuel and fuel additives available to a person connected with, or for use in Russia. Prohibition on the provision of financial services or funds, brokering services to a person connected with Russia in relation to an arrangement whose object is the export to, or for use in, Russia, supply or delivery to a place in Russia, making available of jet fuel and fuel additives to a person connected with, or for use in, Russia. Prohibition on the import, acquisition or supply and delivery of revenue generating goods that originate in or are consigned from Russia (as well as related technical assistance, financial services, funds, and brokering services). The list of revenue generating goods include: crustaceans; caviar and caviar substitutes; cement; some organic chemicals; certain fertilizers; polymers of propylene or of other olefins; new pneumatic rubber tyres; wood and articles of wood, wood charcoal; wood pulp; uncoated kraft paper and paperboard; articles of cement, of concrete or of artificial stone; glass and glassware items; silver; aluminium plates, sheets and strip; unwrought lead; certain turbo-jets, turbo-propellers and other gas turbines; certain ships, boats and floating structures; other furniture and parts thereof (specified in Schedule 3D).
