In the case of acts which would otherwise be prohibited by this regulation, where the Treasury consider that it is appropriate to issue the licence for a purposes:
Basic needs: to enable the basic needs of a designated person, or a person owned or controlled directly or indirectly by the designated person, to be met, In the case of a person other than an individual, “basic needs” includes needs for: (a) payment of insurance premiums; (b) payment of reasonable fees for the provision of property management services; (c) payment of reasonable fees for the provision of insolvency services; (d) payment of remuneration, allowances or pensions of employees; (e) payment of tax; (f) rent or mortgage payments; (g) utility payments.
Legal services: to enable the payment of: (a) reasonable professional fees for the provision of legal services to the designated person or a person owned or controlled directly or indirectly by the designated person, or (b) reasonable expenses associated with the provision of legal services to the designated person (or a person owned or controlled directly or indirectly by the designated person.
Financial regulation:
(1) To enable anything to be done by, or on behalf of, a relevant financial authority for the purposes of the functions of that authority, “Relevant financial authority” means authorities involved in the regulation of financial services in the United Kingdom, including the Financial Conduct Authority, the Prudential Regulation Authority and the Bank of England.
Extraordinary situation: to enable anything to be done to deal with an extraordinary situation.

These new sanctions apply to manufacture of basic metals, manufacture of fabricated metal products, except machinery and equipment, manufacture of computer, electronic and optical products, manufacture of electrical equipment, manufacture of machinery and equipment not elsewhere classified, manufacture of motor vehicles, trailers and semi-trailers, manufacture of other transport equipment, land transport and transport via pipelines. Prohibition for any person in Canada and any Canadian outside Canada to export, sell, supply or ship any good, wherever situated, or provide any technology to Russia or to any person in Russia if the good or technology that could be used in the production and manufacturing of weapons by Russia (referred to in the Restricted Goods and Technologies List or in Schedule 5.1).The list of items includes components, materials, software and technology related to quantum computers and advanced manufacturing equipment. *** The new amendments broaden this provision to apply to further goods and technologies having defence functions, especially in relation to missiles and missile-control systems, as set out in the newly added Schedule 5.1 to the Russia Regulations and Schedule 3 of the Belarus Regulations. These include: Equipment, electronic assemblies and components, specially designed for quantum computers, quantum electronics, quantum sensors, quantum processing units, qubit circuits, qubit devices or quantum radar systems; Cryogenic refrigeration systems designed to maintain temperatures below 1.1 kelvin for 48 hours or more and cryogenic refrigeration equipment and components therefor; Ultra-high vacuum equipment; High quantum efficiency photodetectors with a quantum efficiency greater than 80% in the wavelength range exceeding 300 nanometres but not exceeding 1700 nanometres; Certain additive manufacturing equipment and vat photopolymerization additive manufacturing equipment; Scanning electron microscopes, scanning auger microscopes, transmission electron microscopes, atomic force microscopes and scanning force microscopes, and related equipment and detectors; Decapsulation equipment for semiconductor devices; and Certain software and technology related to the above. These new restrictions do not apply to goods or technologies already subject to export control under Canada’s Export Control List (“ECL”), unless they fall under item 5400 (i.e., US-origin goods and technology not elsewhere specified on the ECL)".
