Prohibition for any person in Canada and any Canadian outside Canada to export, sell, supply or ship any good, wherever situated, or provide any technology to Russia or to any person in Russia if the good or technology that could be used in the production and manufacturing of weapons by Russia (referred to in the Restricted Goods and Technologies List or in Schedule 5.1).The list of items includes components, materials, software and technology related to quantum computers and advanced manufacturing equipment. *** The new amendments broaden this provision to apply to further goods and technologies having defence functions, especially in relation to missiles and missile-control systems, as set out in the newly added Schedule 5.1 to the Russia Regulations and Schedule 3 of the Belarus Regulations. These include: Equipment, electronic assemblies and components, specially designed for quantum computers, quantum electronics, quantum sensors, quantum processing units, qubit circuits, qubit devices or quantum radar systems; Cryogenic refrigeration systems designed to maintain temperatures below 1.1 kelvin for 48 hours or more and cryogenic refrigeration equipment and components therefor; Ultra-high vacuum equipment; High quantum efficiency photodetectors with a quantum efficiency greater than 80% in the wavelength range exceeding 300 nanometres but not exceeding 1700 nanometres; Certain additive manufacturing equipment and vat photopolymerization additive manufacturing equipment; Scanning electron microscopes, scanning auger microscopes, transmission electron microscopes, atomic force microscopes and scanning force microscopes, and related equipment and detectors; Decapsulation equipment for semiconductor devices; and Certain software and technology related to the above. These new restrictions do not apply to goods or technologies already subject to export control under Canada’s Export Control List (“ECL”), unless they fall under item 5400 (i.e., US-origin goods and technology not elsewhere specified on the ECL)". Prohibition for any person in Canada and any Canadian outside Canada to export, sell, supply or ship to Russia or to any person in Russia certain goods that could be used in manufacturing of weapons, but which also have many other commercial, industrial, medical or laboratory end uses (referred to in column 1 of Schedule 7). Schedule 7 cover a wide array of products including, for example, aluminum and aluminum products, tantalum, bismuth, titanium, rhenium, niobium, certain raw materials like tungsten, boron, tellurium, bandaging materials, lubricants, catalysts, parts of motor vehicles, diesel engines, pumps, air conditioners, cranes, forklifts, industrial robots, bulldozers, front-end loaders, machinery with a 360 degree rotating structure, pile drivers, rock cutters, tunnelling machinery, boring machinery, tamping machinery, concrete mixers, boats, watercraft, several types of pumps, ball bearings, electrical machinery, tractors, transport vehicles, drilling derricks, tanks, drones, aircraft, helicopters, spacecraft, ships, cameras, projectors, medical and surgical instruments, oxygen therapy apparatuses, X-ray equipment, liquid and gas measurement devices, other measuring instruments, thermostats and medical and surgical furniture such as operating tables, cinematography equipment and many more goods. Prohibition does not apply to:
(a) goods temporarily exported for use by a representative of the media from Canada or from a partner country that is listed in Annex 1 to the Restricted Goods and Technologies List;
(b) goods for use in support of international nuclear safeguards verifications;
(c) goods for use by a department or agency of the Government of Canada or of a partner country that is listed in Annex 1 to the Restricted Goods and Technologies List;
(d) goods for use in inspections under the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction;
(e) goods for use in relation to the activities of the International Space Station;
(f) software updates for an end-user that is a civilianentity that is owned, held or controlled by a Canadian or a national of a partner country that is listed in Annex 1 to the Restricted Goods and Technologies List, or a subsidiary of such an entity;
(g) civil aircraft registered in a foreign state that are departing from Canada after a temporary sojourn in Canada or civil aircraft registered in Canada departing for a temporary sojourn abroad;
(h) the following goods, if stored on board an aircraft or ship: (i) equipment and spare parts that are necessary for the proper operation of the aircraft or ship, (ii) usual and reasonable quantities of supplies intended for consumption on board the aircraft or ship during the outgoing and return flight or voyage;
(i) goods exported for use or consumption on an aircraft or ship that is registered in Canada or the US;
(j) goods exported by an air carrier that is owned by a Canadian or a national of the US for use in the maintenance, repair or operation of an aircraft registered in Canada or the US;
(k) consumer communication devices that are generally available to the public and designed to be installed by the user without further substantial support;
(l) personal effects exported by an individual that are solely for the use of the individual or the individual’s immediate family and are not intended for sale or to remain in Russia unless consumed there.

Prohibition to any person in Canada or any Canadian outside Canada to export, sell, supply or ship any goods and technologies on the “Restricted Goods and Technologies List”, with some exceptions, to Russia or to any person in Russia. The Restricted Goods and Technologies List is extensive and expands on the scope of items in categories similar to those contained in Canada's Export Control List, such as electronic devices including computers, coding software, and telecommunications equipment, sensors and lasers, navigation and avionics, marine, aerospace and transportation equipment and technology. As the list is incorporated by reference into the regulations, Canada can add to the list without the need for a regulatory amendment to the regulations. Link to the original

The amendments include a new Schedule 6 which lists “Partner Countries” to which several specific exceptions apply. The countries listed under Schedule 6 include NATO, EU and other states which have coordinated their sanctions measures imposed on Russia in response to Russia’s invasion of Ukraine,
The exceptions listed in the amendment include:
– Goods temporarily exported for use by a representative of the media from Canada or from a partner country referred to in Schedule 6
(a) goods temporarily exported for use by a representative of the media from Canada or from a partner country that is listed in Annex 1 to the Restricted Goods and Technologies List (changed by Regulations Amending the Special Economic Measures (Russia) Regulations: SOR/2022-95);
– Goods for use in support of international nuclear safeguards verifications
– Goods for use by a department or agency of the Government of Canada or of a partner country referred to in Schedule 6
(c) goods for use by a department or agency of the Government of Canada or of a partner country that is listed in Annex 1 to the Restricted Goods and Technologies List (changed by Regulations Amending the Special Economic Measures (Russia) Regulations: SOR/2022-95);
– Goods for use in inspections under the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction, signed at Paris, France on 13 January 1993, as amended from time to time
– Goods for use in relation to the activities of the International Space Station
– Software updates for end-users that are civilian entities that are owned, held or controlled by a Canadian or a national of a partner country referred to in Schedule 6, or subsidiaries of those entities
(f) software updates for an end-user that is a civilian entity that is owned, held or controlled by a Canadian or a national of a partner country that is listed in Annex 1 to the Restricted Goods and Technologies List, or a subsidiary of such an entity (changed by Regulations Amending the Special Economic Measures (Russia) Regulations: SOR/2022-95);
– Civil aircraft registered in a foreign state that are departing from Canada after a temporary sojourn in Canada or civil aircraft registered in Canada departing for a temporary sojourn abroad
– The following goods, if stored on board an aircraft or ship:
