Affected carriers and/or operators may file requests for non-revenue ferry, humanitarian, and/or search-and-rescue operations, which will be considered by USDOT on a case-by-case basis..
Applications for export, reexport, or transfer (in-country) of items that may be necessary for health and safety reasons will be reviewed under a case-by-case license review policy.
License applicants may request emergency processing of license applications.
Exports of items impacted by the rule that were en route aboard a carrier to a port of export, reexport, or transfer (in-country) on March 26, 2022, pursuant to actual orders for reexport, or transfer (in-country) to or within a foreign destination, may proceed to that destination under any previous eligibility for a License Exception or reexport or transfer (in-country) without a license (NLR).
