The fifth episode of the KSE Talks podcast is available! It explores a significant G7 shift on transferring Russian reserves to Ukraine.

Our special guest, Dr. Philip Zelikow, a senior fellow at Stanford University’s Hoover Institution, former executive director of the 9/11 Commission and counselor of the United States Department of State, was among the first to publicly raise the issue. The discussion is hosted by Anna Vlasyuk, research fellow at KSE Institute.

The countries of the sanctions coalition have frozen about $300 billion in Russian assets that could help in the reconstruction of Ukraine. Until recently, however, the G7 countries and the EU have maintained that such confiscation is contrary to international law.

However, recent news indicates a potential change in the allies’ position. In particular, the United States is discussing seizure of russian assets under conutermeasures of specially affected states doctrine. Global media are increasingly reporting on the active discussion of this and other possible mechanisms.
